Yes. Governor Pete Wilson vetoed Such legislation in September 1998. Then, Governor Gray Davis vetoed the Senate version of such a bill in October 1999, while signing the Assembly version into law. That law has since been expanded many times in scope to include virtually all rights and benefits of legal marriage.
