Is a scramble at weddings a Scottish thing

Yes. It was very common at Weddings (well 30 years ago anyway, from my own experience) for the bride and groom to throw money out of their car while driving away from the wedding.

The local kids would then scramble for the money – usually small demonitations, enough to buy some sweets (candy) with.

Traditionally it signified sharing their good fortune.
